General info
1. This forum is a postmoderated one, i.e. users? messages get posted first and moderated later. Thus, you might come across some posts inadmissible from the point of view of the administration or posts detrimental to the forum rules.
2. All posts reflect only their authors? point of view ? forum administration doesn?t account for the contents of the posts created by forum users.
3. The forum is kept in order by the forum administration: moderators, ?supermoderators? and administrators who have the right to edit or delete messages, close topics, warn forum users officially, disfranchise users, etc. Moderators control their ?own? sections only.
Forum users have the right to:
1. Create posts corresponding with the subject of the section, edit their messages, start new topics, vote in available opinion polls, do everything that is not forbidden by the rules of the forum (everything that lies within the limits of common sense and existing rules of real and Internet etiquette).
2. Complain to the section moderators about the behavior of other forum users.
3. Complain to the forum ?supermoderators? about the behavior (or inactivity) of section moderators.
4. Complain to the forum administrators about the behavior (or inactivity) of forum ?supermoderators? (the behavior of forum administrators can?t be debated).
The rights of the forum administration:
Moderator is a forum user possessing a range of powers wider than those of other users, representative of the forum administration in a certain section. Moderator keeps order in his ?own? section; makes sure that all forum users keep the forum and section rules; and, if available, helps other users.
Supermoderator - forum user possessing a range of powers wider than those of other users, representative of the forum administration who controls the behavior of both the users and the moderators.
Administrator ? ?master? of the forum.
The forum administration has the right to:
1. Give verbal warnings to the forum users
2. Delete or edit the posts that it finds inadmissible
3. ?Raise the rating?, (i.e. give warnings that get registered in the users? profile).
4. Ban (not allow certain forum users create posts in forum sections).
5. Remit its punishments
The lists of things forbidden at the forum:
Flame ? a message that intentionally humiliates the opponent or is scoffing or offensive towards him/her. Flame may contain info corresponding with the topic discussed but it still is considered to be a flame anyway. The discussion consisting of such messages is considered to be a flame too. Flame stops the discussion from being constructive.
+1 point to your rating; iterated flame ? 1-3-day banning.
Flooding ? created by one and the same or different users posts on the same subject which don?t contain no additional information; meaningless posts, monosyllabic messages, messages that consist of smiles only.
Reduplication of a topic, especially the one closed before, is also regarded as flooding.
+1 point to your rating; iterated flooding ? 1-3-day banning.
Offtopic ? a message that doesn?t contain any information corresponding with the topic of the discussion, a message that doesn?t correspond with the topic of the section.
+1 point to your rating or 1-3-day banning.
Foul language ? obscene expressions are not allowed in the users? messages even if they are partially replaced by # or similar symbols. When quoting something, a user must replace the whole obscene expression by # or similar symbols.
The message will be deleted and/or +1 point to your rating and/or 1-3-day banning; iterated use of foul language ? 3-7-day banning.
Cussing ? swearing that is not considered to be obscene is not allowed either.

Offense ? intentional or unintentional humiliation and disparagement of the interlocutor, usually including foul language.
+1 point to your rating or 1-3-day-banning; iterated offense ? 3-7-day banning.
Spam ? promotional messages that do not correspond with the section or discussion topic. Mass advertising in several topics or sections is strictly forbidden.
IMMEDIATE BANNING!!
Multiaccount use ? two or more accounts used by the same person
+1 point to the rating in the basic account, life-long banning of the second account; iterated multiaccount use ? banning of the basic account.
Activity that violates any of the laws currently in force (sowing discord between national groups, drugs propaganda, CP, etc.)
